National development goals as a factor of socio-economic growth in Russia

Introduction. The article examines the role of the national development goals of the Russian Federation as a strategic tool for managing socio-economic progress. The article analyzes the relationship between national goals, mechanisms for their implementation and achieving sustainable economic growth and improving the quality of life of the population. Special attention is paid to the factors influencing the effectiveness of national goals, including the institutional environment, resource provision, public engagement, and monitoring and evaluation mechanisms. Based on the analysis of modern scientific literature and statistical data, the article offers an assessment of the current impact of national goals on the socio-economic development of Russia and identifies promising areas for improving their effectiveness in the long term.
Methodology and methods. The article uses theoretical and empirical research methods such as comparative, analysis and synthesis, and data interpretation.
Analysis. National development goals are becoming a key instrument of strategic management for States seeking to ensure sustainable socio-economic growth. For the Russian Federation, national development goals represent a system of longterm priorities aimed at achieving a qualitatively new standard of living for citizens, strengthening national competitiveness and ensuring sustainable development. The relevance of the study of the role of national development goals as a fac-tor of socio-economic growth in Russia is determined by the need to assess the effectiveness of the chosen strategic model and identify ways to improve it in a dynamically changing external and internal environment.
Results. The National Development Goals of the Russian Federation until 2030 and for the future until 2036 represent an important strategic tool capable of having a significant impact on the socio-economic growth of the country. The interim results indicate positive trends, but in order to achieve the stated ambitious goals, it is necessary to overcome a number of serious challenges and strengthen the effectiveness of their implementation mechanisms. Further research should focus on an indepth analysis of the dynamics of achieving national development goals, assessing the impact of external factors, and developing mechanisms to adapt to changing conditions.

Civilizational identity as an element of national cultural security

Introduction. The article is devoted to the problems of national cultural security of Russian society, within the framework of cultural and civilizational development, and the unity of the spiritual and cultural sphere with the system of national security of the Russian state.
Methods. The study uses structural and systemic methods to determine the status of Russian civilizational identity in the structure of national security.
Analysis. The work defines the basic invariants of Russian civilizational identity: statehood, spirituality, conciliarity, and establishes their connection with traditional Russian spiritual and moral values. The place of Russian civilizational identity in the structure of national security is determined.
Conclusion. The invariant spiritual foundations of Russian civilization statehood, conciliarity, spirituality, as well as the system of traditional Russian spiritual values based on them, running through the entire history of Russia, constitute the substantive core and the main subject of Russian national cultural security. One of the main threats to national security is the Westernization of Russian culture and society.

The influence of women's legal status on the formation of their gender identity in the period from the middle ages to the early twentieth century (using the example of representatives of the upper classes in Russia)

Introduction. The article is devoted to the problems of the legal status of women and its influence on the formation of Russian female gender identity in the period from the Middle Ages to the revolutionary events of the early twentieth century.
Methods. The methodology of the work is based on an integrated approach, including structural-functional and problem-chronological research methods. The research is based on the use of the method of scientific analysis and consideration of issues within the framework of the problemchronological method.
Analysis. The article examines the influence of the legal status of women in Russia on the formation of their gender identity based on an analysis of key normative acts (Russkaya Pravda, the Judicial Codes of 1497 and 1550, the Cathedral Code, the Code of Laws of the Russian Empire), as well as significant literary monuments, the content of which reflected the position of women in society (A Lesson to the children of Vladimir Vsevolodovich, Domostroy).
Results. The key regulators of the position of women in society until the beginning of the twentieth century were both legislative acts and religious norms. Formal norms regulated, to a greater extent, the position and status of women in society, while religious norms, closely related to morality and morality, noted the specifics of a woman's position in the family. Russian women's gender identity was formed under the influence of women's limited legal status in comparison with men. The complete or partial disenfranchisement of women in the political, economic and social life of the country was reflected in their perception and position in the family and society, making it an object of subordination to men and their opposition.

Digital mechanisms of social interactions between the state and export-oriented business community

Introduction. The article proposes to consider the main digital mechanisms of social interactions between the government and export-oriented business community in the context of transforming the interaction environment, including considering digitalization, which requires adaptation from both government agencies and business. The above factors create new forms of cooperation, norms and rules, lead to the development of digital ecosystems and services, which further contributes to the optimization of both administrative procedures and business processes.
Methods. Analysis of the existing regulatory framework in the Russian Federation, existing digital mechanisms and their impact on interaction between the government and business, considering foreign experience in their implementation as well, allows identifying the role of digital mechanisms in transforming social interactions between the government and export-oriented business community.
Analysis. The article examines the transformation of the interaction environment between the state and export-oriented business community, the impact of internal and external factors on it, as well as existing digital mechanisms and methods of communication in the formed interaction space.
Results. Digital mechanisms are becoming a key tool for social interaction between the government and the export-oriented business community, transforming it, reducing costs and enhancing the transparency of interaction its actors. It is essential to continue building on the developed potential by means of systematic development, integrating digital mechanisms, enhancing cooperation between the state and export-oriented businesses, and regularly evaluating the effectiveness of implemented digital instruments.

Russia in the stage of transformation or how to increase the rate of economic growth

Introduction. The introduction reveals the relevance of analyzing macroeconomic indicators that demonstrate the trends of macro and regional development and affect the level and quality of life of the Russian population. The aim and objectives of the author's research are formulated.
Methods. To achieve the goal, we used the methods of economic and statistical analysis, including the index method and the method of correlation and regression analysis. The Cobb-Douglas function was used to assess the efficiency of labor and capital utilization. Analysis.
Results. On the basis of the conducted research the key directions of increasing the efficiency of state regulation of the economy have been identified, which should contribute to equalizing the level of socio-economic development in the regions, increasing production in manufacturing industries, curbing inflation.

Transformation of financial behavior of the Russian population

Introduction. Behavioral economics has been the paradigm of scientific research for the past few years. One of its directions is the financial behavior of the population. Despite the active development of government programs in the field of financial literacy and financial education, analytical reviews in the field of financial behavior demonstrate a set of problems that demonstrate examples of irrationality of households. The problem of the study is the need to assess the transformation of factors influencing the financial behavior of the Russian population. The study aims to deepen the understanding and methodology of the study of the transformation of financial behavior of the Russian population through the prism of systematization of theoretical and empirical research in this thematic area.
Methodology. Behavioral research is comprehensive and includes both a theoretical stage and an empirical study. The latter is aimed at proving or refuting the patterns described in the theoretical works of the period under review («theory contradicts practice»). The design of the study includes several stages. The methods used were a systematic review of the literature, an expert method, and a content analysis of theoretical and empirical work on the financial behavior of the Russian population and possible factors of its transformation.
The results of the study. As a result of the research, the 5K model allows us to identify the most significant factors determining the transformation of financial behavior. 1998-2000 was chosen as the base period of the study. The definition of a transformational stalemate is given, in which previous behavioral patterns have already exhausted themselves. Stalemate can be caused by both internal and external causes. The transformation of financial behavior is characterized by the following features: updating the purpose of the financial strategy; restructuring spending priorities; changing the structure of the personal budget; attracting new sources of financing; changing the growth rate of personal capital.
Conclusions. As a result of the conducted research on the transformation of financial behavior in Russia, we were able to identify the most significant objective transformation factors, which include changes in government policy in the field of income regulation, the availability of financial products and services, the openness of the mega-regulator in conducting monetary policy, the inflation rate, and the availability of social transfers and services.

Modeling the impact of investments on the development of innovative logistics technologies

Introduction. The article examines the features of investment activities in the field of innovative logistics technologies aimed at developing global and national supply chains. The need for an integrated approach to assessing investment projects in logistics is substantiated, taking into account economic, technological, institutional and environmental factors. A comparative analysis of the structure of logistics investments in Russia, Germany, China and the United States is conducted. Key problems are identified: limited methodological base for project assessment, weak involvement of the private sector, as well as insufficient coordination between participants in logistics chains. Directions for improving investment policy are proposed, including the development of public-private partnerships, strengthening the role of information technology and ensuring the sustainability and security of logistics processes.
Methods. The study used methods of system and structural-functional analysis, comparative country study, expert assessment method, correlation and visual-graphical analysis of statistical dependencies. The empirical part is based on generalized statistical data on investments in logistics
infrastructure and digitalization of logistics in the leading countries of the world.
Results. The features of the distribution of investments in logistics infrastructure are revealed and a high correlation between investments and the growth of logistics capacities is confirmed. The main drivers of investment activity are transport modernization, development of warehouse and information infrastructure. It is shown that the lack of a unified assessment methodology and weak coordination limit the effectiveness of investments. Measures are proposed to strengthen the interaction between the state and business and expand the use of digital technologies in supply chains.

“Dialogs on private law” on the topic “tort law: doctrine and practice” (Medvedev readings 2025): review of the scientific and practical conference

On March 31, 2025 in Volgograd Institute of Management, branch of RANEPA the fourth scientific and practical conference “Dialogues on Private Law” on the topic “Tort Law: Doctrine and Practice” (Medvedev Readings 2025). The event was organized by the S. S. Alekseev Research Center for Private Law under the President of the Russian Federation (Moscow) and the Department of Civil and Legal Disciplines of the Volgograd Institute of Management, branch of RANEPA. Wide information support of the conference was provided by the Volgograd Regional Office of Russian Public Organizations “The Russian Bar Association”, Notary and Lawyer Chambers of the Volgograd Region. This scientific event was timed to the 100th anniversary of the birth of Mikhail Fedorovich Medvedev (1925–2011), a civil lawyer, specialist in the field of tort law, well-known and respected professor and lawyer in Volgograd. The review presents topical issues of theory and practice of modern tort law, the main problems of legal regulation of tort obligations, which were the subject of discussion at the scientific-practical conference.
